The U.S. spends more on its military than the next 10 countries combined — including major powers like China and Russia. Most Democratic presidential candidates have signaled a willingness to slash defense spending to focus on other priorities, but not everyone has put a number on their plans. Author and foreign policy expert Phyllis Bennis says there are many obvious places to trim military spending, such as a reduction in the number of overseas military bases. “There’s a way to do this. There’s a way to do this and to make it real,” says Bennis. “And that’s what we’re not hearing yet from the candidates. They’re recognizing that the discourse is changing and they have to catch up, but they haven’t caught up sufficiently. They’re not listening to the movements. They’re not listening even to the polls.”
