President Obama to UN: I Seek “A World Without Nuclear Weapons”

At his speech to the UN General Assembly, American President Barack Obama reasserted his commitment to securing and, eventually, ridding the world of nuclear weapons.

To lift the specter of mass destruction, we must come together to pursue the peace and security of a world without nuclear weapons. Over the last two years, we’ve begun to walk down that path. Since our Nuclear Security Summit in Washington, nearly 50 nations have taken steps to secure nuclear materials from terrorists and smugglers. Next March, a summit in Seoul will advance our efforts to lock down all of them. The New START Treaty between the United States and Russia will cut our deployed arsenals to the lowest level in half a century, and our nations are pursuing talks on how to achieve even deeper reductions. America will continue to work for a ban on the testing of nuclear weapons and the production of fissile material needed to make them.

And so we have begun to move in the right direction. And the United States is committed to meeting our obligations. But even as we meet our obligations, we’ve strengthened the treaties and institutions that help stop the spread of these weapons. And to do so, we must continue to hold accountable those nations that flout them.

The Iranian government cannot demonstrate that its program is peaceful. It has not met its obligations and it rejects offers that would provide it with peaceful nuclear power. North Korea has yet to take concrete steps towards abandoning its weapons and continues belligerent action against the South. There’s a future of greater opportunity for the people of these nations if their governments meet their international obligations. But if they continue down a path that is outside international law, they must be met with greater pressure and isolation. That is what our commitment to peace and security demands.

http://democracynow.org – We are on the road in the historic city of Vienna, Austria, not far from the Czech Republic where President Obama gave a major address in 2009 that called for a nuclear-free world. His disarmament efforts were cited when he won the Nobel Peace Prize, but since then advocates say little progress has been made. A recent New York Times investigation found the United States is on pace to spend as much as $1 trillion over the next three decades to modernize its nuclear arsenal and facilities. This week, more than 150 countries at the United Nations signed a joint statement calling on nuclear powers to attend the third major conference on the humanitarian impact of nuclear weapons scheduled this December in Vienna. The United States has yet to attend one of the meetings. We are joined by Elena Sokova, executive director of the Vienna Center for Disarmament and Non-Proliferation.

The film exposes the use and impact of radioactive weapons during the current war against Iraq. The story is told by citizens of many nations.
It opens with comments by two British veterans, Kenny Duncan and Jenny Moore, describing their exposure to radioactive, so-called depleted uranium (DU), weapons and the congenital abnormalities of their children.
Dr. Siegwart-Horst Gunther, a former colleague of Albert Schweitzer, and Tedd Weyman of the Uranium Medical Research Center (UMRC) traveled to Iraq, from Germany and Canada respectively, to assess uranium contamination in Iraq.

It is an animated Cold War preparation short film about what Fallout is and how to protect yourself against it. While the information provided might actually be somewhat useful in case of a reactor accident (e.g. Fukushima), it is also fun to watch as the harms of nuclear fallout are smiled away by an animated person and the encouraging voice of a typical 50′s narrator.

The original title of this film is “Fallout: When and How to Protect Yourself Against It”.

About fallout:

Fallout (also fall-out) is the residual radioactive material propelled into the upper atmosphere following a nuclear blast or a nuclear reaction conducted in an unshielded facility, so called because it “falls out” of the sky after the explosion and shock wave have passed. It commonly refers to the radioactive dust and ash created when a nuclear weapon explodes, but this dust can also be originated in a damaged nuclear plant. Fallout can also refer to nuclear accidents, although a nuclear reactor does not explode like a nuclear weapon.

This radioactive dust, consisting of material either directly vaporized by a nuclear blast or charged by exposure, is a highly dangerous kind of radioactive contamination. It can lead to the contamination of aquifers or soil and devastate the affected ecosystems years after the initial exposure. A wide range of biological changes may follow the irradiation of animals and humans. These vary from rapid death following high doses of penetrating whole-body radiation, to essentially normal lives for a variable period of time until the development of delayed radiation effects, in a portion of the exposed population, following low dose exposures.

During the Cold War, the governments of the U.S., the USSR, Great Britain, and China attempted to educate their citizens about surviving a nuclear attack by providing procedures on minimizing short-term exposure to fallout. In the U.S. and China, this effort became known as Civil Defense.

A fallout shelter is an enclosed space specially designed to protect occupants from radioactive debris or fallout resulting from a nuclear explosion. Many such shelters were constructed as civil defense measures during the Cold War.

A fallout shelter is designed to allow its occupants to minimize exposure to harmful fallout until radioactivity has decayed to a safer level. Although many shelters still exist, some even being used as museums, virtually all fallout shelters have been decommissioned since the fall of the Soviet Union in 1991.

Our Take:

Following the end of WWII during which the United States dropped nuclear bombs on Hiroshima and Nagasaki, there is initial euphoria amongst the American populous. However as other nations acquire nuclear bomb capabilities, especially the Soviets under Communist rule, there is also a new sense that the world is different. To protect themselves, the United States and the Soviet Union rush to develop a hydrogen bomb in the early 1950s. The testing of bombs by all countries has direct negative effects on many people, and indirect but still profound effects on the entire world. As seen through the plethora of training films and public service announcements produced from the late 1940s through the 1950s by the United States military and government, the American public is provided information, or misinformation as the case may be, on the effects of nuclear fall out and how best to protect oneself.
